Our research at the University of Applied Sciences Technikum Wien deals with Smart City in a way to design and implement IT services that support the ideas of the Viennese strategy. In this paper we describe a Web-based tool that allows quantifying the quality of life for any specific address in Vienna. Therefore, we designed an algorithm that calculates an index based on specific categories for specific regions in Vienna. The determination of a concrete value is achieved by the use of Open Data. Here, we explain the algorithm, the used data catalogues, and we show the functionality within a prototype.
